i've googlized for this problem and found this:

but it seems that in ubuntu it's a bit different.
i need to run:
xxx.pl start
at startup of linux. i need it to be run as well as linux get started, either someone login or not. so it must not be at startup of a user script.
what's the best way to do this?

That link mentions Ubuntu explicitly; what problem are you having ..?

The classic Linux solution is to put it in your /etc/rc.local file (although not all distros put rc.local directly in /etc. Sometimes it's in a subdirectory of /etc.

I don't have a copy of Ubuntu to double-check this, but this forum thread seems to support it:
