User's public_html is not parseing .htaccess files


Hi,

I'm running apache 1.3.22 on a red hat 7.2 server and have noticed recently that .htaccess files in the document root /var/www/html are working properly however .htaccess files in users webspace /home/username/public_html are not working at all.

The public_html directories are setup properly and have been working for some time. I dont seem to be able to find anything in the httpd.conf (which I have left largely default) to enable or disable the users ability to run .htaccess files.

Does anyone have any ideas?
