I have included my diagnostics as an addendum to Debian Bug report #916326 .
I do not know if this constitutes "solving" the problem in regard to this forum.

If the WiFi networks are being reported, then the driver is likely working fine. The Network Manger timing out usually mean some form of mis-configuration on its part. It might not be just password issue. It happened to me lately that I tried to connect to network, that did not provide IP address via DHCP. It ended with network managed timing out and dropping the connection.

Please double check your network setting, maybe even remove and set up the network again.

The network works just fine. I am writing this using a Panda PAU05 (identical chipset to the Panda PAU06 in the problem machine).
One item of note: The Network Manager GUI on this machine lists the EEID as W&CM(wlx9cefd5fda976) whereas the target machine lists the EEID as a bare C&WM. Also, I need to use quotes for the EEID and password on the target machine, whereas those fields are space delimited on this machine.
