As I recall, one must configure and enable a desktop before starting the service. It will not start and serve a no-desktop situation.
There is another issue, however, with your question. Why ask here? If you have a valid RHEL license, why not ask Red Hat? You are paying them for access to the resources to ask such questions, and instructions for "the right way to do it on RHEL" online. Why are you not pursuing the support resources you have paid for?
