Do they have a hardware and software route to each other?

1) What is the output of 'ifconfig' or 'ip addr show' commands?
2) Have you checked the firewall in the RHEL box to see if it is blocking ICMP packets? (iptables -L)

If you have a bridged connection somthing outside your machine is likely to be responsible for the routing between both.
What's your network setup?

Sometimes it is easier to use NAT'd network setup for VMware clients.

Sorry if I'm not clear.

1. Have they(your machine and vm) a physical connection to each other, i.e. a network card reserved for the vm and another in the box

2. Do they have a software route to each other - mention in /etc/hosts, getting ips from the same dhcp server, or a clear route to the 192.168.23.0 network.

You need 1. & 2. for a network connection. You're just saying "hey, I can't ping my box." You need to tell us exactly what you are doing and the exact error, if we are to spot your mistake.
