telnet refuses logging in as root

Why does the telnet server refuse to accept a ROOT login?
How do I make it possible?

Thanks

There should be an option somewhere to only allow root to login locally. But it should be possibly to login as a regular user first and then use the "su" command.

root login is, of course, disabled on purpose, as 1) telnet is very insecure, and 2) logging in as root over telnet is potential suicide

Use ssh and login as a regular user, then su when needed to get root privileges...
