switch-based VLAN to router access list

Excuse me if this is not directly related to Linux, but my underlying firewall/router is Linux. My question: can I substitute switch-based VLAN settings with router-based access lists?
When there is no VLAN capabilities on network switches, what is the best way to tell: you (this device) can access this but not that and etc.

Switches support ACLs it seems. As for your question, you want to have the ACL on a router to make up for the lack of VLAN support, or you want ACLs on switches?[COLOR="Silver"]
