SSH Qs

Is it possible to control a linux computer and execute commmands from a windows machine? Would this be done via ssh?
btw, this machine would not be running X, it would just be running the comand line

Sure.
shh is probably one of the better ways.
Make sure sshd is running.
/etc/init.d/sshd restart;
Dowload a ssh client for windows.
I use putty

After connecting to Linux from PuTTY in Windows you will be able to do anything you could do from the Linux console on the Linux PC.
