Exclamation Squid server limiter


I have a problem, as newbie on linux i got cunfused...
I had set up a mandriva 2006 as a squid proxy server in my office,and one day several of my internet user has going crazy about bandwidth. They keep downloading anything in anytime, untill i ran out of a bit.
How to setup a bandwidth limiter & web content filter using squid...???
Is there anybody canhelp me please...

If you put the terms "squid bandwidth throttling" into google, you'll get a load of articles outlining how to do it.

of course, make sure you understand what they're doing before you do it so you don't mess up your machine.

I still don't get it... since first time i set up my squid server i let it working on standard setting.
The condition is:
i have several local ip's. start from 192.168.0.1 until 40.
What i'd like to do is make some restrictions rules for several ip's. Starting from ip 01 until 18 will be completely no restrictions, and starting from ip 19 until 40 i would like to make restrictions, which is:
bandwidth limit (56 Kbps)
Web Content Filter


is there anybody could help about the detail script that i should make & add in my squid.conf
