Some concepts in BGP

hi,
i am a beginner in networking area. during my study for BGP, i came up with some questions, i would be thankful if anyone can help.

1. Could there be any situation in which an AS in a network is purposefully configured not to send a keepalive message?

2. Why the minimum value for the hold timer in the OPEN message must be 3 secs or more?

3. Why IGP's dont scale well tl carry a full routing table?

4. what is meant by building a logicl topology on top of a physical topology?

Thanks
