Angry SLOW cable connection SuSE 9.0

Hey, I'm a n00b so forgive my illiteracy.

I am having a super slow internet connection with SuSE 9.0, I run windows and linux on my system, windows blazes at about 300Mbps...SuSE tags slowly behind at around 20 kbps, I didn't pay for cable to get dial-up speed. I have two computers networked through a D-Link router (my *nix box, and another windows box), I've even sucessfully networked them with Samba, the speeds are also very slow, and sometimes "stall" when tranfereing files between computers. My computer specs are:

AMD XP 1700+
393Mbs DDR
40 GB Maxtor
My NIC is configured as: "MYSON SURECOM EP-320X-S 100/10M"
...so yeah, my computer isn't crap.

I can ping my network gateway and it averages at about .968 or somewhere near that. Here is the output from "mii-tool":

eth0: 10 Mbit, half duplex, no link

The output from "/sbin/ifconfig" is:
eth0 Link encap:Ethernet HWaddr 00:02:2A:EF:4E:B6
inet addr:192.168.0.171 Bcast:192.168.0.255 Mask:255.255.255.0

collisions:11 txqueuelen:100
RX bytes:2176328 (2.0 Mb) TX bytes:1579457 (1.5 Mb)
Interrupt:5 Base address:0xd000

lo Link encap:Local Loopback

inet6 addr: ::1/128 Scope:Host

TX packets:849 errors:0 dropped:0 overruns:0 carrier:0
collisions:0 txqueuelen:0
RX bytes:90573 (88.4 Kb) TX bytes:90573 (88.4 Kb)
...hope I provided enough information...thanks in advanced for any help you are able to provide.

I do believe your problem is right there...you want 100mbit with full duplex now as to whether
or not you have a hardware or software I m not sure

That's what I was thinking, but I have no clue how to go about changing it. Can you shed some light on how to change those values or whatever I need to change.
