proftpd question

ok. I'm running proftpd (not anonymously) already for like a year.. I have one user setup that can login to a certain directory. (user = chrooted in a directory somewhere) what I want know is to add different users that can download and upload in one chroot
FI: let's say the chroot is /ftp/ user
so 'user' can login in /ftp but nothing else
I have a directory uploads and a directory downloads in /ftp
uploads can read and write, downloads can only read.
now I want more users that can do the same in the same dir which is /ftp
but that is against the rules of permissions
does anyone know how to set this up ?
