If sshd is off and ftpd is on core ftp doesn't work
if sshd is on and ftpd is off core ftp works
if both are off core ftp doesn't work

I'm just on my way to work so I can't try the other things you suggested

I reset the router and reinstalled the latest firmware and nothing has changed.
I tried changing the internal port to 30 on port forwarding and the proftpd conf file but I couldn't establish a connection. I still get the error mesage when I try to set up a port forward for port 22
It also doesn't matter which computer I forward it to ssh responds

I think you need to take this up with Networks Everywhere. There is something seriously wrong here and it is definitely your router.

After properly resetting the router to factory defaults, everything is working as it should.

Great! A router reset sure beats having to return a piece of busted hardware.
