Port monitor

Hello,

I want to monitor the list of used ports in linux system. I want to make a script that can run an alert when a new port is up or down.
For example , when the port 8080 is up , a get an alert that this port is used by the process xxx. When he is again down , i whant to have another alert.

So have any one any idea how can i do that ?

Regards
