optimizing apache

Hi...this is a quite complex thread..
I need to optimize the apache web server for very specific purposes...

The web server will be used very rarely... (once the year)
So i think that inetd is just perfect

I need to make the apache as fast as i can and as resources-independent...

I only need to provide the following

and user account for the one user.....

Can u suggest me what i can do to make it as fast as possible?
