There are also plugins for Nagios/Groundwork to monitor logs for certain strings. Have a look at MonitoringExchange to see if any of them suit your needs. Or you could write your own plugins of course.
OpenNMS is pretty good too. It has great SNMP support.
If you have a network tap, or a switch that supports SPAN, check out Ntop.
Regarding the log question, do you mean logs generated by your monitoring system? Or just network logs in general like router/switch/firewall, SSH, Apache, etc., logs? If it's the former, you don't need to monitor the logs as almost all tools these days have nice web guis, or even email notifications. If it's the latter, check out Ossec, Logwatch and Splunk.
