The command is in /usr/sbin and that directory is not part of a users path enviroment.
Now if you tried this changing yourself to root with ' su ' then this will not work because ' su ' changes you to root but you are still using the users enviroment variables. So to use this command you have to use it as ' /usr/sbin/netconfig '.
If you use ' su - ' then can use the command as just ' netconfig '. This changes you to root with root's enviroment variables and has /usr/sbin as part of root's path.
Commands in this directory as well as /sbin mostly need root to make use of them so this is why these directories are not part of a users default paths.
To list your path enviroment use the command ' $PATH '. Do it as a user, then su, and finally as su - to see the difference.
