lynx and localhost trouble


ok ... i juts reinstalled red hat 7 for the 2nd time...

when i install the rpm apache.rpm i am able to access localhost and wvdial even works and i can browse with lynx

now, after i rebooted, i find that i am unable to access localhost with either netscape or lynx

where do i configure my system to be able to do this always and not have to worry about any new surprises everytime i boot up

in addition...

i cant even use lynx to access google with wvdial
