Laptop automatically connects but no Desktop will?

The situation is that I have a old laptop using a PCMCIA card and a desktop using a wired connection and I have moved recently to a new house.
I have Comcast Cable and Internet.

The laptop has always auto-connected and is running ArchBang.
My desktop PC has many distros on it and yet none of them can seem to connect to the wired modem?!

Not really sure what to do or how to fix it?

Here is some output

ifconfig-
Code:
eth0      Link encap:Ethernet  HWaddr 00:10:A4:F4:9A:07
          inet addr:76.123.13.31  Bcast:255.255.255.255  Mask:255.255.255.0

lo        Link encap:Local Loopback
          inet addr:127.0.0.1  Mask:255.0.0.0
          inet6 addr: ::1/128 Scope:Host

          collisions:0 txqueuelen:0
          RX bytes:0 (0.0 b)  TX bytes:0 (0.0 b)
arp-
Code:
Address HWtype HWaddress Flags Mask Iface
76.123.13.1              ether   00:0e:d6:bd:bc:ce   C                     eth0
Any ideas why not even a livecd will connect using the desktop?
Note the desktop worked fine before I moved and almost all distros on it use wicd or some other way to auto-connect.
Thanks for any help

According to whois, 76.123.13.1 is a Comcast address.

Code:
 $ whois 76.123.13.1

whois 76.123.13.1

Comcast Cable Communications, Inc. JUMPSTART-5 (NET-76-96-0-0-1) 76.96.0.0 - 76.127.255.255

That would lead me to think that you are connecting in some fashion.

It would be helpful to know more of the topology of your network, such as whether there is a router.

thanks for answering Frankbell.
I am writing all this from the lappy which connects.
There is no router, just a comcast cable modem and I use the same wire to hook up either the lappy or the desktop, but only the lappy connects.
it is weird.

how to troubleshoot this?
also, I had windows XP desktop hooked up to same connection and it wouldn't connect either...
