ifconfig when non-root

hi all,
I'd like to know how I could set up an IP address without being root.
I know sudo but It isn't interesting for me because I have to be root to change the file which allow me to run ifconfig without being root.
Any suggestions?
thx

allowing somethign like that is ludicrously insecure... you shouldn't ever want todo that. the only way that shouldbe possiblt is via sudo etc... you shouldn't deliberatly be trying to break conventions and compromise security in one step...

I manage a wireless lan, and I like to set up the Users'ip address to be able to filter them thx to iptables.
So when they connect themselves to the wlan, I'd like to send them a script (in perl I think) which set up their ip address, to restrict or authorize access and to attribute them the QoS. My clients are not supposed to have a DHCP client.
So, I have no idea on how to set up their ip address...
