How to control apache when hosting sites?


I am starting a host company and i want to know how do you guys control apache for each client. Like client1 is on /client1, but he doesn't have access to php, how do i disable php for this client?

How can i control the bandwidth that he uses?

but... how do them control those virtual host? Yesterday i entered on host company wich was hosting up to 400,000 sites. They doesn't use only apache's conf to do it right, or do them?
