how can I test tbf rules for bandwidth management

Hello,

I have a network consists of a XP machine and FC5 as a Server. both machines are connected via ethernet on 100Mbits connection.

I have implemented the following rules to limit bandwidth for my XP machine.

Shaping
-------
tc qdisc add dev eth0 root tbf rate 8Mbps latency 25ms burst 10k

Policing
--------
tc qdisc add dev eth0 handle ffff: ingress
tc filter add dev eth0 parent ffff: protocol ip prio 50
u32 match ip src 0.0.0.0/0 police rate 256kbit burst 10k drop flowid :1

is there any way to test these rules so that I know these are working fine.

Thanks!!
