hostapd stops working after adding second wifi interface

I am trying to make a wireless extender, I have setup everything for use with the network bridging: the dhcp server, the wireless connection to the router in the house, hostapd, and firewall. I booted up with the second interface to be used as the hotspot connected. hostapd fails to start stating that the nl80211 driver initialization had failed. everything else works fine, the internet connection for one of the wireless cards is working okay but hostapd just doesn't want to work. Why is this happening and how can I make it stop saying this. there doesn't seem to be anything wrong with any of the interfaces and their configuration files so what else could it be.

I haven't checked yet but all I can tell you right now is that I see a message that looks like this on bootup.
Code:
hostapd nl80211 driver initialization failed

Do following thing to isolate issue.
1)lspci to find out wireless card
2)iwconfig, wireless interface
3)hostapd xxxx.conf
