help using telnet

I am using debian etch...
Can I access a remote system(working in Windows) using telnet? If yes, how? I tried but the message is
Code:
telnet: Unable to connect to remote host: Connection timed out
Is there any utility to chat with a remote machine? Using command line or anyother?

I dont know about socket programming.

Will this ssh work for windows machine? Is there any utility required in windows for using ssh?

And, I am not clear whether whether telnet can be used to access a windows machine...

You can telnet windows machine, but not all win.
for example WIN XP, you have to start it from services, because the telnet service will start manually.
