ftp permissions

hey

i setup my debian 3.01 (woody) box with to be a http / ftp server. when i connect under the normal user mode it wont let me post to it. i know that i can set the permissions through chmod but im not sure of the sequence

also... the ftp seems to react very slowly.... when changing directories it ussualy takes 10-15 seconds for it to show me the files in the directory that i have changed to.....

i have already changed ftp dameons and i was curious if there was a way to get around this problem (im running a firewall if that makes any difference).
