I have DNS and dhcpd it's work on my rhel5 server and have rhel4 , 5 , suse enterprise server and windows XP and server.net
DNS work and DHCPD and all host have IP from dhcp I won't to tell all host have ip from dhcpd it's can register his PC in DNS auto not manually
I know that work if i have DDNS but I can do this and i don't have any documentations to do this please if any have this doc or idea about this

It's a little difficult to understand what you're asking here. It looks like you want a DNS and DHCP configuration, but then your last paragraph sounds like you want to do this without dynamic DNS, which would be very difficult.
