Unhappy disabling kernel router in redhat linux


I am doing virtual router project in linux. I am doing a software router in user level and need to disable the inbuilt kernel router.(I use pcap.h and libnet.h header files for packet capturing and injection respectively. )But, how to disable the inbuilt kernel router.

Check

/etc/sysctl.conf
net.ipv4.ip_forward = 0 (which is the default)

Also make sure quagga is not installed
