directories not listed even with ls -a

My College has user accounts given through samba.
The structure is somewhat like this:
We have different directories for different departments in the /users folder
Now when I enter this directory I sometimes I see only my own department sometimes I also see others like che ee and only once has it so happened that i could see all departments(directories);
this is the same even with ls -a
The same is in GUI
The linux distro is FC4
The owner of directories is root
and group is bin
Please tell me about this and also how is this done..

This sounds like a ownership issue. Can you see the directories as root? If so, then you may have to set the chown attributes properly. If not, they may be automounted directories. Are they on the same file system?

Yes, I also the filesystem seems different because when I enter the dirextories using nautilus location bar I see the amount of free space different in all the directories.

Also I am not the root.

This is a shell session that might help.
Please help me.
