Creating Virtual hosts in xampp


HI
I want to set up two virtual hosts using xampp and am running into a bit of a small hitch. One the first host in the Virtual host container is the local host.(is this the correct way to do it?)
The second one is the website i want to set-up and the third is an elearning system.
My question is; why does the default xampp page show when i enter the website or the elearning system on the address bar and since am using a public ip, can i add a domain name to the two sites i want to host? or does this need to be done by the ISP?

Two what exactly is meant by Namebased hosts and ip based hosts?

Three how do i get rid of the default xampp page?
