Unhappy cbq.init


i am trying to do a little bandwidth management on my network of a firewall- mandrake SNF box and other windows clients. i am using cbq.init script.
i have succeeded in setting up cbq.init script, i have cbq compiled in the kernel(the cbq example file was present)and so commented the modules section of the cbq.init file and i made a config file...cbq-10.punks
with the following information

DEVICE=eth0,100Mbit,10Mbit
RATE=15Kbit
WEIGHT=1Kbit
PRIO=5
RULE=192.168.1.100

when i tried to start cbq with the command /etc/rc.d/cbq.init-v0.6.2 start
i received this messenge
RTNETLINK answers: Invalid argument
RTNETLINK answers: Invalid argument
RTNETLINK answers: Invalid argument
RTNETLINK answers: Invalid argument
RTNETLINK answers: Invalid argument
i also receive this messenge when trying to run a command say
tc -d qdisc add dev eth0 parent 1:1 handle 10: sfq

can anyine help...please?
