cant connect to webmin or apache with other comp in house


i have 4 ip's 2 comps hooked up 1 linux and the other windows runnin on 2 diff ip's if i try to access my webmin or my domain wich is ran off my server i am able to get to them sometimes .when i can it takes like 4 min's to load and then some stuff wont load im runnin fedora core 5 the other comp is windows xp others say it works fine for them but it wont for me pls help the url is http://www.riddleboxpalace.com to see if it works for anyone here thanks
