can't telnet to the server

Hey guys,
I was trying telnet to my server. the problem is I can't. I manage to ping my server ip using my dialup(WAN). I tried to access my vncserver and it allowed me export the GUI to my IE. Do you guys have any clue? I guess it should be my hosts.allow. How am I going to configure?

Thanks

Is telnet enabled on your server?
/etc/xinetd.d/telnet is the file if your distro is not old.
