can't hangup network device control

Hi-
I'm running Whitebox Linux (essentially identical to Redhat 9). I dialup my ISP using Network Device Control. I press the ACTIVATE button to initiate the modem call, but the DEACTIVATE button remains dormant, so I can't hangup when I've finished the connection (except by logging out of Linux - I'm dual booting with Windows 98). Any suggestions?
Best,
Jack U
