Best utilization of the channel


My home network is based on a few windows PCs and a linux router that shapes (via CBQ) the incoming traffic (from my ISP) to a litthe channels for every of the network PCs. In case that shaping was not present one of the PCs could start downloading a big file and eating up the whole channel remaining nothing for the other PCs. At midnight the crontab turns off the shaping and a few PCs that stay turned on could download files at maximum possible speed. I have MRTG running on the linux box and there it could be seen that during the night the channel is utilized at maximum (download+upload=18KB/s), but during the day (when shaping is turned on) it drops only to 8-12KB/s. The idea is there is unused channel that I wish to use at full maximum.
How can I use that free part? Can it be done via CBQ scripts (setting some low priority and high speed to one PC - then it could download files with highest speed ONLY if there is unused channel)? No? Other ideas?
