The first uucp on the line is the name of the service, the second is part of the name of the binary. The format of the /etc/inetd.conf file is:

In your case, the uucp binary being run by tcpd is /usr/sbin/in.uucpd. As far as why the binary name is prefixed with in, I'm assuming (dangerous
) that it's short for inetd...
