There are utilities for HP, Toshiba, IBM, etc. notebooks that provide the hotkey functionality, but varies depending on the model. However, most windowmanagers allow you to assign your own key bindings. My Toshiba Pro L10 doesn't have native support for the hotkeys (that I can find that actually work), but Fluxbox lets you assign the actions yourself. Most wm's provide this option, so you should be fine, even with a brand new machine.
