Jlove130, I own a Dell Precision 5510 with NVidia Quadro M1000M GPU. I think my 5510 is similar in many ways to your 7710.
Like you, I am a Fedora user. I had good luck following this wiki guide to get my graphics working correctly:

Unfortunately I cannot answer your specific question about the "Dell E dock" because I don't own one. However, I do see that Dell offers Ubuntu Linux as a preinstalled option on the 7710. So I would think Dell support would have some expertise answering questions about the Linux compatibility of their peripherals/accessories for the Precision line. I have observed that external monitors do NOT work with my inexpensive Dell 470-ABQN USB-C "dongle," even after following the wiki instructions I linked to above. Linux can "see" the brand and model number of the monitor, but it does not appear in the display settings.
For what it's worth, I purchased my 5510 with Ubuntu Linux preinstalled, and as far as I could tell, there were no factory-installed NVidia drivers whatsoever--the system was configured to use only the integrated Intel 530.
