Hi...

It can be. Buying and selling on eBay requires a Paypal account, which, in turn, requires a bank account or a credit/debit card if you want to send or withdraw money without limitations. Please see here and here.

Nothing like being late to the party.

I'm dual-booting Ubuntu-Mate 16.04 (off a 64 GB mini flash drive) and Windows 10 (off the internal 32 GB "SSD") on an HP Stream 11 (N2840/2G/RTL8723BE). Picked it up on Amazon for $170. Replaces my Acer Aspire One ZG5 with its 32-bit Atom N270 and 1GB RAM.

You do not need to have a Paypal account to buy things on eBay. There is a link on the eBay/Paypal payment portal page where you can use Paypal to process standard Visa/Mastercard payments without an account. I do it regularly.

Although selling DOES require a paypal account, yeah, you can buy off ebay without one.
