cant apt-get thru proxy-have tried prvs forum suggestions nothing works

We are a little linux group within a much bigger MS group who have taken away our internet connection. As a result we have to use their service and their ISA server. Apt-get is no longer working despite looking at previous threads on here(and everywhere else) and trying what has been proven. Still no joy, cant get my updates. I can authenticate when using the gui, its just apt-get that no longer connects to the internet.
(apt 0.5.15cnc6)
APT {
Clean-Installed "false";
Get {
Assume-Yes "false";
Download-Only "false";
Show-Upgraded "true";
Fix-Broken "false";
Ignore-Missing "false";
Compile "false";
};
};

Acquire {
Retries "0";
h44p {
export h44p_proxy="h44p://domain\myusername:mypassword@ISA_SERVER:PORT";

//Acquire::h44p:roxy "//domain\myusername:mypassword@ISA_SERVER:PORT/";
};
};

RPM {
Ignore { };
Hold { };
Options { };
Install-Options "";
Erase-Options "";
// Pre-Install-Pkgs { "/usr/bin/apt-sigchecker"; };
Source {
Build-Command "rpmbuild --rebuild";
};
Allow-Duplicated {
"^kernel$";
"^kernel-";
"^gpg-pubkey$";
};

Anybody see any problems with this config file? I have tried both the ACQUIRE::h44p:: and the export h44p_proxy lines with no success.

I have also installed ntlmaps 0.9.9 to see if that would sort me out, but again no luck.

server.cfg:

LISTEN_PORT:5865

PARENT_PROXY:192.168.xy.z

PARENT_PROXY_PORT:abcd

PARENT_PROXY_TIMEOUT:60

(Only changes I made)

I still get the following error

Err "ayo.freshrpms.net" release
Could not connect to "ayo.freshrpms.net:80 ", connection timed out

Not this particular site, but for all apt-get tries to access.

Anyone got an ideas? Any and all help appreciated. Apologies for my h44p's haven't got enough posts to use the real thing!

Thanks
