Can't open applications in old notebook

Hi, I have a old notebook that had installed Mint18.1 for a long time and use.
I must reinstall Mint 18.1 (xfce) but after:
$ sudo apt-get update
$ sudo apt-get upgrade
When reboot the computer everything looks normal, menu buttom open normally, folders open normally, but when I try to run an application from the menu nothing happens.
Even when I try to run for example "$ sudo synaptic" fron a terminal nothing happens, just the prompt appers whitout any message. It's as if they were not installed, but when the app is not installed the terminal give you a output telling you that package is not installed.."type sudo apt-get install...."
This happens with all aplications and also if I want to add an item to the panel show me a banner to restart or cancel the applet, impossible to add.
It's first time I see something like this, no clue about it.
I need the notebook for work and for the moment not have chance to get a newone.
Thank for any help in advance.

echo $PATH
go right to the directory it is in then
Code:
./appName
to see if it is trying to execute it.
example
Code:
userx@slackwhere101:/usr/bin
$ ls firefox
firefox
userx@slackwhere101:/usr/bin
$ ./firefox
In its home directory. Post back out put if any, and your echo $PATH output.

can you re-run the update, and show us the output?
Code:
sudo apt-get update
if that also doesn't work, try switching to another tty with e.g. Ctrl-Alt-F2, and try again.

can you do anything in the terminal? basic commands like 'ls'?

Somebody gave me the solution. When I execute "update and upgrade" after system installation the virtualbox-guest packages be updated and this is the origin of the problem.
I solve it removing this packages: apt remove virtualbox-guest*
Other solutio but I not test it:
sudo mintupdate-tool -r -l 1234 -y upgrade && sudo mintupdate-tool -r -l 1234 -y upgrade

Thanks BW-userx and ondoho anyway.
