Linux kernel "tcp_cubic" algorithm for congestion control


Hi all,

I want to get information for network congested or not by "tcp_cubic" algorithm in kernel.Is the way possible?

the network is congested when "tcp_cong_avoid_ai" is enter,is it right?

I need expert for cubic algorithm and give me some suggestion. Thanks.
