Do you need phc for overvolting?

Trying to overclock computer. i7z reports a core voltage no higher than 1.2V, even if I disable overvolt protection, and turn up the volts in motherboard menu.
I'm on Arch (I believe 3.19). PHC has some annoying dependencies and is only mentioned in context of undervolting, but I guess it's the same process?

I strongly recommend to not do overclocking via software, always use the BIOS/UEFI for that. Think about what might happen if your overclocking software crashes due to a bad overclock.
