Sadly your statement(s are nothing more than 'FUD' or plain old misinformation.
I do know man hours are used throughout the Linux community developing drivers and even kernel development through volunteer open source work. As to thousands of dollars, most work is via volunteer therefore not monetary. Commercial Linux is supported by the vendor, as in Red Hat or other commercial enterprise. IBM is another big user. RedHat & IBM are major players when it comes to Linux development thus providing resources back to the community.
Big problem with new wireless chipsets is that manufactures will not release information. Most work is reverse Engineered by volunteers that take vast amounts of time investment to get something together. Sometimes the community is directly involved via testing and providing feedback.
