USB cable modem kills usb keyboard

I have a toshiba PCX1100U cable modem and RedHat Beta (phoebe). The modem is hooked up to my PC via USB so I can use my ethernet port for my LAN. I know linux can't use the USB modem, but when I boot with the modem plugged into a USB port, my USB keyboard doesn't work. Is there some way I can fix this so I don't have to unplug the modem everytime I want to boot linux? Like maybe disabling the usb port the modem is connected to?

Or try Red Hat 8.0.
