Umax astra scanner hangs at lo-res scan

I have a Umax Astra 3450 USB scanner. It works fine when I scan at resolutions above, say, 100 lines per inch, but the preview scan and scans at lower resolutions cause the stepper motors to buzz, and the scan carriage doesn't move. It behaves as if the stepper motors can't keep up with the instructions from the computer.

My system is a Dell Optiplex GX400 CPU running RedHat 9. The usb port might be USB 2.0, but I'm not sure. I'm reasonably certain the Umax is USB 1.0.

Has anyone had this problem or have suggestions for a possible fix?

Thanks!
