I think you mean regular analog NTSC television reception. Do you have a TV set with which you can compare the image quality? If image is bad on your TV then it's likely to be bad with any TV card installed on a PC. In that case, you may want to try repositioning your antenna / asking your local TV technician to do it for you if that's what you'd normally do. About this green line... I'm not really sure if this is normal or not, people with TV cards installed in their boxes, preferably the same as yours, may help you further with that... but you can see things like that in a TV set if its image height control is defective/adjusted in such a way that it squeezes the image vertically and the overscan area appears on screen.
