That can work but DOES require FCC licensing and as stated a fixed or base station so avoiding tracking is a moot point.

Why not use wifi calling with a tunneling service so it does not ever appear to originate at your physical location.

Just because you remove an antenna doesn't mean it won't receive enough single to create a location.

The US Navy base in San Diego had a cell town outside of gate. Who put it there was never disclosed. A person with a secure phone discovered it.
