OK, in order for the drive to be locked, it has to have a password, even if it's a blank password. Given that the drive is locked, the way to unlock it is not to set another password. Although you could. You have to issue a secure erase command to erase the drive. That will unlock it.

When I try to issue the secure erase command using hdparm the answer is always

Look in the system error log for the messages from that operation.

As the hdparm manpage clearly states:
"Use the special password NULL to set an empty password."

Input/output error can be a faulty device drive or motherboard. I dispute your locked analysis as long as that error remains. The error can also be from looking in the wrong place, or having the cable out. Pull those drives and test them elsewhere or test other drives in your board.

These drives produce the same results when connected to a friends system.
The motherboard is ok as I have been using it with a different drive for my daily work with no problems which I installed mint 18 on.

That was a good test finally.

I would have thought it almost impossible that two drives could do this at the exact same time. Still not convinced they are good anymore.

The link I posted had some links to OEM passwords. Might contact each OEM and see if they'd provide passwords if not listed in links.
