hotplugging with creative nomad zen jukebox

I have a Creative Nomad Zen jukebox which I am using with gnomad2. My linux
distribution is Fedora 1 running kernel 2.4.22. All the documentation I've read suggests
that this has hotplugging enabled and sure enough, the /etc/hotplug and /etc/hotplug.d
exist. I also seem to have successfully installed the hotplugging feature when I installed
gnomad2-2.4.1 - the /etc/hotplug seems to contain all the right scripts for the nomad
jukebox. Yet, when I plug in the jukebox into the usb port, nothing happens and
gnomad2 fails to recognize anything has been connected to the usb bus. In fact, there
isn't even a /proc/bus/usb and doing a 'mkdir usb' as root doesn't work so I'm not sure if
I can even mount the usbfs manually using an entry in my /etc/fstab.
I would therefore like to know what I have to do to set up hotplugging for usb properly, so
that everything works automatically whenever I plug in a device into the usb port.
