Basically takes a binary input/file and plays it like a CD.
I tried all 4 aplay commands and still nothing, which makes me think even more that it's a driver issue, I'm dealing with here. There is a kernel update in the repo's, so I think I'll try that.
I'll let ya know how it goes, thanks again for all of your help.

Update: I tried updating the kernel, but this did not change anything. But the good news is, I have got HDMI audio WORKING! Yay!
I had disabled EDID, as it was not getting the DPI for my TV correct, so I thought maybe let's re-enable it and see if that does it, and sure enough, HDMI audio worked straight away! (don't know why it was different with PCLinuxOS 2017 though, as in PCLinuxOS 2016, I'm sure I also disabled EDID as well, and HDMI audio still worked)
So I used the option below instead, to fix the DPI for my TV;
